2) SI - Le persone che andranno a popolare la fascia interna di Rimigliano, compresi i clienti del nuovo albergo, se vorranno, potranno naturalmente usufruire di Rimigliano a mare, ma lo potranno fare esattamente come ogni altro cittadino di San Vincenzo, senza alcuna attrezzatura o servizio a loro riservati.

Ad una domanda sulla spiaggia ha precisato che :
"non saranno rilasciate ulteriori concessioni, né saranno permesse nuove costruzioni lungo la fascia costiera" . L’obbiettivo primario di Biagi resta la salvaguardia dell’ambiente "
E' bene notare che l'esclusione di nuove concessioni balneari e di nuove costruzioni lungo la fascia costiera è stata enunciata da Biagi come un'esclusione ASSOLUTA, senza previsione di alcuna eccezione. il senso di tali affermazioni è del tutto evidente, ed anche coerente con gli strumenti urbanistici ultimamente adottati, ma non sarà male precisarne il significato pratico:
1) Non saranno rilasciate ulteriori concessioni ,
e quindi, TUTTE le attuali spiagge ancora libere rimarrano " Spiagge libere " anche in futuro.
Pertanto in tutto il Comune ed a Rimigliano in particolare non sarà possibile rilasciare nuove concessioni balneari, né esplicite, né mascherate sotto il nome di affitti, assegnazioni, autorizzazioni, licenze, permessi ecc .
2) Non saranno permesse nuove costruzioni lungo la fascia costiera
Innanzitutto va precisato che secondo il significato letterale, ma anche secondo gli strumenti legislativi regionali ed urbanistici locali, la fascia costiera consiste nell'ecosistema formato dalla spiaggia, the dune and the dune environments extended until the first line of established urbanization (road or rail).
